##SOURCE : ADOMONLINE.COM -------- A New Patriotic Party (NPP) Communicator, Kwame Baffoe, has called for the dissolution of the Public Accounts Committee (PAC) of Parliament. ‘Abronye DC’ as he is referred to speaking on Adom FM’s Morning Show, ‘Dwaso Nsem’ Monday argued that the dissolution of the constitutionally created body is necessary because the committee has failed to live to its mandate. The Committee despite having the powers of a High Court, Abronye DC said has failed to convict persons who are implicated in the Auditor General’s report that appear before it. “The Public Accounts Committee must be dissolved, people appear before it and just fail to justify why the loot monies from the state coffers…instead of convicting them, they allow them to go scot free without arresting them…,” he argued. The Public Accounts Committee (PAC) studies public audits, invite ministers, permanent secretaries or other ministry officials to the committee for questioning, and issue a report of their findings subsequent to a government budget audit. Several persons have appeared and confessed before the committee of misuse of public funds with some of them begging for forgiveness. Abronye DC commenting on the failure of the committee to order arrest of people therefore argued that the country will be better served if the PAC is dissolved and an alternative found to retrieving monies stolen from the state from public officials and politicians. “Why are they not arresting people, they should do so to serve as a deterrence to others because they have the powers of a high court…they only permit people to go and just defend themselves in a shallow manner…,” he said.

Imagine up now he has not said a word about how the economy is run. Unlike Dr. Bawumiah who was up and down almost every week decrying the bad state of the economy. Let me emphasize that Amissah Arthur was one of the main reasons why NDC lost so miserably. He could not counter any of the postings of Dr. Bawumiah.

The spokesperson of the group, Kodzo Hamenya Keglo speaking at the Ghana International Press Centre said “while JM was preaching made in Ghana goods (such as shoes, batik and locally made clothes), the wife was doing the opposite by printing T Shirts from China which is a huge disappointment for Ghanaian printing companies.The 20 million pieces of T Shirts JM’s wife printed from China, could have been shared to party members to print them locally and would have created a lot of jobs for Ghanaians.”
JM’s brothers are the main reason why we lost the 2016 elections, collecting all contracts from Airport, Roads, Cocoa Board, GNPC, ECG , VRA, Ministry of Power and all major contracts in the country.“If you don’t see JM brothers, you cannot get a contract and if you see them, then you have to pay money before you get the contract, frustrating foreign contractors and companies by taking Ghanaian contractors for granted and creating enemies for the NDC party,”

Clearly it appears NPP is apprehensive because they know that Mahama's entry into the presidential race will be a disaster for Akuffo Addo. They have decided to device devious ways to discourage him, NDC supporters and Ghanaians in general to support him.

Yet these attempts will be futile and counter productive. Akuffo Addo is in real danger of loosing because of Mahama's entry into the presidential contest. Since Ghana is a democratic state it is not for anyone to tell Mahama to run or not to run in the presidential contest so far as he has the backing of the populace.

Soldiers decry the abuse of the Battle Fitness Test (BFT ) system by very Snr officers!!!!

Physical training and fitness is the bed rock and core of every soldiers endurance and stamina in the line of duty. It's the source of a soldiers confidence, discipline in performance and ultimately the trust of the public or citizenry as a reliable cornerstone to deliver whenever called upon and deployed either on the Land in the Sea or in the Air.

This concept of The Battle Fitness Test (BFT) as we all call it, is an exercise conducted periodically to test the strength and endurance of an Army as in their combat readiness for various exercises and operations.

In recent times the employment of this concept of BFT by the military high command of the Ghana Armed Forces, instead of culminating into a comprehensive service and force report for fitness and strength level with the view to making available facilities and programs to build up more strength and endurance among troops, it is rather being used first of all to embarrass troops, abused by snr officers and also to some extent satisfy the whims and caprices of some senior and superior officers.

HOW DO I MEAN BY ABUSE?????

For example the BFT is now organised as part of the criteria for commissioned officers to pass their promotion exams. In the exercise of this other instructions published by the same high command exempts officers from other departments. And you would wonder why the selectivity. The rumour mill has it that. Officials from the 37 Military Hispital command have argued the outdated and non suitability of some of these exercises for troops and so the smart thing to do is to exempt them so that they don't blow the matter up. Meanwhile they will be duly promoted with or over and above others who have gone through the BFT. Our question is If it's a standard requirement for a soldier why exempt others.

The BFT was used to pass or fail soldiers nominated for peace support operations. Now it turns out that soldiers who recently were dropped from going on peacekeeping missions abroad for failing BFT were without hesitation rounded up and sent to The Gambia and without a single BFT trial. Mind you the risk assessment for a peacekeeping mission like Lebanon was far lower than the combat resistance anticipated in the Gambia. Yet soldiers who failed to pass BFT for a peacekeeping mission were sent for a mission ready for combat and without BFT.

HOW DO I MEAN BY USING BFT TO EMBARRASS TROOPS??

Military high command seems to have developed the penchant for making BFT a compulsory criteria for events and programs where troops get opportunities to benefit from some of the comfort that this risky job presents. And I will explain. Because a soldier stands to gain whiles on UN peacekeeping service, military high command makes BFT compulsory for troops. Else you loose your chance.

Staff officer and military observer appointments have always been a diplomatic one and the nominations for such slots have been restricted and reserved to officers who have successfully passed their second level military practical and written promotion exams(Capt to Maj) Their missions as staff officers are either for observation and information or intelligence gathering, liaison duties or mission headquarters staff and administrative and coordinative duties.

In fact for emphasis they are deployed in a noncombat role. Yet the military high command would either embarrass officers or abuse the BFT by making it a compulsory pass before embarkation. Why because the nominee stands to make some few dollars for himself. So you embarrass him with the test as he does not get to go for failing or abuse the concept because not all nominated for this duty would go through it as some would obviously be exempted.

HOW DOES THE ABUSE SUIT THE WHIMS AND CAPRICES OF SNR OFFRS???

Just a couple of weeks ago, the Day break news paper by Mr Prince Prah, published some stories, one of such alleging peacekeeping slots and nominations of soldiers for sale.

I must say that this practice has been rumoured to be in existence for over a decade now and it may not stop.

However, without laying any credence to the truism of the actual involvement, of the personalities mentioned in that story or otherwise, it has come to light that, the BFT is first used as a tool to fail soldiers who get nominated for these missions so that favourites and god-children of senior officers who are on the protocol list could be nominated as replacements. And the trick is to do the replacements so late and at the last minutes so that there is no talk of organising BFT for them .

THE SPIN BY THE MILITARY HIGH COMMAND!!!

The military high command in justifying this will attribute this protest to lazy officers and men who will not like to pass simple Battle fitness tests considered rudimentary and fundamental. That is just a spin.

Let the BFT underpin every event and program in the force. Let not anyone be exempted in the test. Medical exemptions for conditions are not in dispute. Let the standard flow through every detail and discipline of our profession and it will be something routine and fundamental with us. You don't exempt others as if they are less soldier than others. And you don't experiment these on junior officers and junior ranks for your amusement.

THE EFFECTS!!!!

Soldiers facing the harsh economic realities of our country are finding better ways of living. Gradually improving our lots from the old culture we call, HAND TO MOUTH. Soldiers now in addition to our service do other businesses to survive.

A number of junior ranks who hitherto were recruited with second cycle school certificates are seriously pursuing academic progression.

Soldiers now therefore play the system. The decide whether they want to travel or not. The ease with this is in deciding which BFT to deliberately pass or fail to suit his preferred time to travel or not. And this has been made possible because our military high command is selective with which event to attach BFT either for their amusement or to embarrass the soldiers.

A very serious situation of low morale arising as a result of the misguided use of these good concepts.

CONCLUSION!!!

Ironically we now describe such peacekeeping operations conventionally as WELFARE. Such that a number of us Infantry personnel are peeved because we tend to share unequal opportunities with other personnel from other non teeth departments.

Why do you drop a soldier from embarking to Congo, Lebanon, Mali, South Sudan for failing BFT but enplane him (same person) for Gambia without BFT????

Why do you exempt other serving personnel's from other departments from going through the BFT.....(An old unknown uneducated junior rank soldier is claimed to have asked. ARE WE ALL NOT A SOLDIERS)

Why is the BFT not standard for every exercise or operation???

Why the selectivity??

How many of the soldiers, who either posted themselves to the Flagstaff house and abandoned their commanders in the service of their partisan and political masters without any military publication or were carried there by their God fathers for the protection of our president and C in C got subjected to doing and passing a BFT ???

The impression created by the military high command in the minds of troops is that, any tiring exercise or dangerous missions with high risk would see soldiers being forced and coerced to go but the once with little comfort for troops to better the welfare of their families as in the remunerations it comes with would be underlined with BFT.

A word to the wise is enough.

I could fail a BFT and be dropped from a mission but take note I would just have played the system for my own convenience.
