ttempts have been made to bring in efficient companies who sometimes deal with over 50 times the volume of daily goods that are discharged especially at the Tema Port but this has always been resisted by the Customs and the so-called Nastional Security officials.
Companies in the UK, Singapore, Thailand that manage the ports have been contacted and willing to work in Ghana but as this the level of efficiency will not be in the best interest of the pockets of these individuals, they have resisted this attempt.
How can you justify the argument that a system which can clear 10,000 containers a day from Hull in the UK is not efficient enough to clear 30 containers a day from the Tema Port?
You can present your document at the port by 9.00am and by 12.00pm, you are directed to a loading bay to collect your goods. How can you tell me that this system is not efficient?
You actually only see one Custom Officer and this individual only collects your documentation and gives you another documentation to fill authorising a clearing agent to process the papers for you at a prescribed fee. Once this form is signed, the fee is paid there and then using the volume, dimensions and or weight of the goods. Once this is done, you just wait until you hear the announcement that you should proceed to loading bay so, so, so and so to collect your goods. You do not even see the face of the clearing agent.
This is efficiency for you.

The system as you said is man made deliberately to rig the system. President Mills bemoaned this, President Mahama appointed Dr. Arpaak to investigate and punish culprits. But the corrupt system is intact. It must be dismantled and replaced. This means the whole system must be computerized and networked with other agencies, transfer all the old employees and replace with newly trained graduates and make the port a restricted area monitored and accessible to authorized personnel only and rotate security on a daily basis. Clearing should be done by importers and strictly vetted clearing houses.

There's no sense in charging duties in dollars,that's the first point of inefficiency.
Why do we bring our own private cars that we have used over the years only for customs to value it more than the cost price?

For example,I have a car that I've used for 5 years and I can't sell it for even $1000 here but in Ghana the Customs will value it over $12,000,why kind of craziness is this?Bawumia should send Customs officers to Togo,Benin and Nigeria or Mali to find out how things are working efficiently there.I think govt has ganged up with the port authorities,GRA and Customs to cheat us.Thank you.

This system must be completely overhauled.Most of these workers should be transferred to other agencies and new ones trained to fit such positions.A decorated monkey is still a monkey, training the old corrupt officials wont change a thing.I think there should be a common sense fixed pricing system for the clearing of all goods that everyone understands so that one knows exactly how much to pay for whichever item brought to the port.Importers must have faith in the system.

There should be in place a pre conformity assessment system -this is where the goods are tested to ensure the goods meet the requirements of the applicable Ghanaian standard before its shipped
This is quite different from Destination Inspection
The agency to do this is the Ghana Standards Authority as a Confirmity Assessment Body working together with the relevant Regulatory Bodies
