  No contradiction at all. What the policeman is saying is if you give someone the power of attorney, whatever they do will be in your name. The special attorney does have the same relationship with the AG so legally the AG is the one acting. He however went on to insinuate that he's unaware whether the ag was informed as he said we should wait for the ag herself to speak.

  The prosecutor is saying that whether or not the AG was aware, the local state Attorney's decision stands and that he wants to hear from the AG herself whether she was aware.
  TECHNICALLY, THE AG AUTHORISED THE DISCONTINUATION OF THE CASE, even if she was not aware of the local decision(whether that statement was made by the information minister or the AG herself).--this is what the prosecutor is saying.
  There is no contradiction.

Nowhere in the world have people voted to become citizens of another country. The 9th May 1956 Plebiscite vote was not for citizenship; it was for a political union. So Western Togolanders, by law, are not Ghanaian citizens. You don't vote to become a citizen of another country. Ghana must get this message clear!!!
