This transfer exercise will not stop corruption in CEPS.Several of it has taken place before and they never achieved their aim.What has to happen is for the government to examine the revenue collection system in CEPS and plug all the loopholes that make revenue leakages possible.The best way to fight corruption is to prevent it happening.The money making mentality is endemic in CEPS and mere transfers will not stop it.

The CePS have become a minefield for all and sundry within that rotten organisation. From the top to bottom. I remember it was only during Rawlings time that a very bold Commissioner was appointed from the USA who wrought sanity into customs but he became a target of NDC smearing. All hell broker loose from then. Customs became free-fall for cronyism, nepotism, favoritism, corruptocracy et al. Just attempt to clear your personal effects in Tema or Takoradi. The scavenging posturings of all manner of agencies in the ports is one heck of a bottleneck chronicling the myriad of human interfaces all geared towards forking out monies to non-descript officials. I can say authoritatively that in October last year, the Assistant Commisioner in Tema was demanding ghs2700 before allowing a truck to exit, else..... and they do these shitty stuff in the nights. Let nobody argue that these do not happen there. It is daylight robbery in the name of processes.
