The way to go is to create jobs for all who are willing or have the attitude to start their own businesses. Specifying on the youth may not be the right thing to do. To be successful in business, requires that some exposure to the business environment may be needed first, in order to be successful. I may be wrong but there are a lot of things that go into running a business. Be it table top activity or running a provision store.
