  What is the confusion here? Examination is the basis for measuring students performance. Therefore the basis for selection from JSS TO SSS should be by examination. I therefore do not see any problem with the Minister of education's statement to the effect that you will need to pass exam to benefit from the free SHS policy. What then are all these complaints about?

  There is no contradiction in the statements quoted. First of all the Free Shs is starting on 2017 September. Secondly all first years are to benefit but not those already in the Form 2 or Form 3. Thrdly all the first year students are all those who have passed the BECE and will gain admission.
  There are not enough schools to absorb all those who will write the BECE so those who pass will benefit from the little resources of school buildings. Fourthly the eventul vision is to get all students to move from JHS toSHS but sice the schools are not enough examination will be used to separate the goats from the sheep.
  This simple and I dont see any contradiction

Allow him to implement and if there are tweaks required it can be effected. Nothing can be perfect in the beginning. Let's us move on with this excellent and transformational policy. The self fulfilling prophecy of potential difficulties is in the negative minds of all who want useless details.
