SOURCE: CLASSFMONLINE ------ The Government of Ghana is reviewing the debts incurred by the John Mahama administration to find out whether the loans were used for the purposes of which they were contracted, Senior Minister Yaw Osafo Marfo, has revealed. After the review of the debt situation, the findings will be made public to enable the Ghanaian people realise how their moneys were spent by the previous administration, Mr Marfo added. It is recalled that during the electioneering season the then main opposition New Patriotic Party (NPP) accused the Mahama government of excessive borrowing but with little to show for, an assertion the then governing National Democratic Congress (NDC) rubbished because they thought they had embarked on several infrastructural projects with those loans. Mr Marfo speaking during the National Policy Summit on Tuesday May 16 said revealed that the new government is investigating all the debts left behind by Mr Mahama. “We are working on the numbers, the ministry of finance gives us the bulk numbers. But they do not all emanate from one source, we have some sitting in energy, some sitting in SSNIT and we are examining all. As a government and we are doing it gradually and slowly because we must be accurate. “We want to be sure that whatever comes out finally is accurate. The government owes it as a duty to keep the nation informed about these debts and what it was used for.”

The Constitution of most countries are not specific or categorical on a whole host of societal issues but on the essentials of running a country/state. However, wise men and women are supposed to learn from past mistakes and act accordingly. There is no law in the world that says Ghana, like all other African and or third world nations cannot and must not include in its constitution clauses that would help minimize if not eliminate completely acts of tribalism, bribery and corruption.
What if the Ghana Constitution had specifically enumerated that parliamentary appropriated funding for state agencies/institutions can only be approved if there are detailed listing of line item expenditures and purchases of more than US$500 items must be accompanied by a receipts bearing vendor information as well as a bi-annual audit reports from the Audit service?
How is it that Ghana's parliament can appropriate funds for a state institution/agency and the money skimmed off for things other than intended purposes without anyone of our agencies with oversight authority knowing until a new government takes over government controls? How do we as a nation pretend to be intelligent and or sign contracts with international agencies when we do not have verifiable institutions or tools to provide needed checks on expenditures? These are simple basics that a man the likes of Ghana's president, Nana Akufo-Addo, if he ever had the nation's interest at heart would look to changing government practices and procedures and or a constitutional amendment before any of the gimmicks he and his NPP brotherhood are engaged in. What makes anyone think that the NPP people in charge of government are going to be any better than those before? To me it's only the majority fools here in Ghana who think Nana's NPP or the next NDC government will willingly become accountable to the nation out of some sense of decency, honesty or moral awareness and consciousness.
