If the army would be more circumspect in their dealings with the civilians, Ghana would be a better country. Why should an officer in uniform must be feared simply because he's a soldier. This only happens in Africa where the military are untouchable. You go to the West and it's hardly difficult to even see a soldier on the streets but not in Africa. That is why I find it highly patronising when people talk about applauding the military for not 'retaliating' and all that.
What the WO is saying is a clear indication of his level of stupidity and hence does not wash with civilised humans. Blame the politicians from the mess we are in today. Corruption, nepotism, sheer determination to milk Ghana dry have all led to the situation we find ourselves in today. When people commit crimes, you see a mob of political activists rallying to demand that their people be freed.
