  If the policy of 1D1F is being pursued and implemented fully by 2019, then transportation for especially perishable produce must be in place in quality and quantity. So I think the set up of the national airline must be immediate rather than later. By the time the factories start producing the national airline must have developed the operational competence and capabilities to have the competitive advantage.
