Even if the sale of the bonds were sub contracted to book makers, we need to know whether the public were informed through different media like the newspapers, radio, TV and online. How long did they announce the issuance of the bond in the media? It is ethically wrong to have one person or institution buy 95% of a bond that has a very high interest coupon. I believe if the bank of Ghana were to seriously inform GhANAIANS IN THE DIASPORA in big cities like New York,London, Toronto, Hamburg, Sydney, etc. these diaspora Ghanaians would have bought the bonds too. IN that case the interest coupons will be helping build mother Ghana because the diaspora Ghanaians end up sending huge remittances home and end up investing in the Ghanaian economy. When TEMPLETON gets the coupon interest, it amounts to capital flight because the money is wired to the US. When will we Africans learn to develop and stop being exploited by the white man? The state of Israel has fashioned out an ingenious way of making diaspora Jews help build Israel, by selling bonds to diaspora Jews in a widely publicised marketing strategy in all world capitals. The argument being made by Ken Ofori-Atta that the hitherto secretive method of bond issuance by the kleptocratic governments in the past is the same process he used is very disingenuous - why call a previous regime corrupt and come to repeat the same mistakes they made? Where is the corrective sense of probity, development, and accountability of the NPP ? How about the accusation that there is a seeming conflict of interest between Ken Ofori-Atta's position as Finance minister and his business interests? WHAT ETHICAL CODES OF CONDUCT ARE IN PLACE TO AVERT INSIDER INFORMATION AND TRADING IN THE BIDDING PROCESS? Dear CHE: Thank you so much for your short analysis. I entreat you to send same to parliament and to all the news outlets so that it becomes public. I do not think ghanaweb will forward it to anyone in "authority." There are a number of questions, (your's and Mr. Forson's of the Minority) which I believe, have not been answered but need to be answered. Is Mr. Ofori-Atta synonymous with the Ministry of Finance (as shown in the published explanations). When was Templeton informed of the 'offer' and when was the 'offer' announced (if at all) to Ghanaians, at home and in the Diaspora? Templeton must have known of the deal long before anyone else before he could engage the services sub-contractors and bookmakers? I think our endowed leaders should know that the times 'villagers' like me 'swallowed' anything they told us have passed. Mr. Ofori-Atta in his deliberations, tried to show that his knowledge of financial administration is superior to that of the Minority. Fair enough, but then he should be able to answer simple questions.
