  Assume that you owe 1000 cedis and pay 10% interest per month. It means you owe 1000 cedis and pay 100 cedis interest per month. If you borrow another 200 cedis at 5% per month, and use the 200 cedis to pay part of the original 1000 cedis debt, you will now owe 1000 cedis (which is your original (1000 - 200) + 200 but your interest payment is now 10%(800) + 5%(200) = 90 cedis. All that the finance minister is saying is that the new bond was used to pay the old loan so the net debt has not changed.

Your simplistic scenario only works if you use proceeds from the new bond to pay down some of the principal on the old debt. THE NPP IS GOING TO USE PROCEEDS FROM THE NEW BOND ON SeRVICING INTEREST ON OLD DEBT AND NEW ENCUMBRANCES LIKE ITS OVERBLOATED LIST OF STATE MINISTERS. Anytime you have to borrow more funds to service interest payments on your debt, you are still caught in a messy DEBT TRAP PEONAGE.

We have extended the tenure of the domestic debt to 15 years which is another history of the Akufo-Addo government.”
  
  This is financial gimmicks. I don't see the achievement in borrowing the highest amount in one day in Africa. Extending the tenure of the domestic debt to 15 years is like kicking the can along. There is only a breathing room now, but somehow the day of reckoning to pay the debt is still out there.
