Please, remember that they didn't promise to build it for the first year. They have whole four years so lets rally behind them and pray for them. If they succeed. Ghana has succeeded. Actuall many rice farmers can't even plough their fields as the ground has become wet for tractors.
If tractors can't easily operate these fields then it will be strange to attempt constructing dams with heavy equipment.
