when somebody dies in the actions or inactions in the hands of police, i think it is proper and fair either military police or BNI must investigate, the surroundings leading to the death, the trueth in the report and the provided evidence by the police , because until the police started admitting their mistakes in the public and paid compensations to affected person, i would treat any police report as un-professional and deliberate shambolic cover up .
The reasons i am saying this is that , if care is not taking, killing and death in the hands of police will always remain blackmailing because dead cannot talk, thats why its prudent to check the power balances on those empowered to handle dangerous weapons .

Most of the the investigators at the BNI and EOCO are from the CID. The BNI is more like an informant to the state and mostly do auditing investigation and not hardcore investigation. No institution can investigate the Police better than the CID.
