A staff, who works at the Electricity Branch at Koforidua, New Juabeng once told me when I applied for a second meter for my house that "regardless of who comes into political power, either the NPP or the NDC, or the PPP, the Dumsor problem will continue, that it will never stop." Infact, I was furious when I heard him say that. So, I questioned him why he said that. And, his answer was "because his bosses at the top are NOT prepared to stop their dubious practices... instructing and pushing them to do what they are not supposed to do. Cases or complains reported to them at their offices are blatantly denied as having no knowledge" thus, putting the blame or shame on the subordinates instead of admitting or stopping their corruption(s) prevailing in their offices. The PSA must investigate all those institutions and call the officials to give account for their constant stealing from the public and the government.
