  Am really sorry at your level of reading and understanding. History tells us everything we need to know about government managed industries and how abysmally they have been performing all across the globe. Government has no business being in business. Read wide and read well, not just about the Trump administration, but how successive US governments have through incentives (enabling environment) worked to bring back re-located US businesses back to the US.
  Read well about China too, and you will realise key behind their success story is government identifying business opportunities and empowering the private sector to take it up and empowering them as well as protecting them against unnecessary foreign competition. Is not just a matter of writing something just because it came to mind.

  Yes, it is a good proposal made by the government to have factories, but the question is that " is it possible to be well managed by the government?" . What we need in Africa is that we need a backup from government institutions to motivate entrepreneur with creative mind. The government need to give soft loans without any corruption to individuals who can have a turnkey solutions to the problems that we African facing with unnecessary importation of goods from A to Z.
