  The positioning of that prison in the heart of the city is not good at this age. That land needs to be sold to an investor who will agree to part 25% of new edifice cost as well as total land sale. That 25 will be a goodwill ...

  The positioning of that prison in the heart of the city is not good at this age. That land needs to be sold to an investor who will agree to part 25% of new edifice cost as well as total land sale. That 25 will be a goodwill for the investor having such good location for a hotel or a shopping mall. This will include all prison estates on the land.
