Lets take police service for eg, why is that some police comanders are afraid to arrest footsolders ?
It happened under ndc and is happening under npp , to solve this , the police must have a free hand to operate without fear or favour.

Appointing a person to head an institution does not in itself amount to politicization. What is important is that those who occupy those positions should exhibit fairness and forthrightness.

The FBI boss, appointed by the president supervises all the 50 states. The police commissioner (IGP)is appointed by the police council of each state in consultation with the Governor and mayor of the state I believe.

The US President nominates judges to the supreme court (vetted by the Senate) and appoints the Director of the FBI, which is the federal government's police force.

In Canada the Prime Minister nominates judges to the Supreme Court and appoints the head of the RCMP, the federal police force.

In the U.S.A , the President ONLY appoints and the Senate go through a very stiff and tough debate process to approve by majority vote.

Los Angeles, New York etc. have their own Police Chiefs, Fire Department Chiefs, et al. As a matter of fact, all cities have their own Police Chiefs!!
They go through an interview process . And they are awarded a contract of 3-5 years, subject to being fired for incompetence,corruption, and so on...
Other areas are: District Councils, District Attorney, Local electoral,birth and death registrar,and Mayors for all cities should all be elected offices for 4 years!!
And i bet you most of these corruption in Ghana will be seriously diminished.

Throughout all the jurisdictions of mature democracies in the world, USA, UK, Canada, France,.... whom we are emulating, this is how it's done. If these good for nothing elites don't have anything to discuss, they should save us time. Unlike the case of Chief Justice, the President at anytime, can remove IGP, Chief of Defence Staff. It's all for the security of the Government/State. Emil Short should find out why the President keeps the title/Post "Commander-in-chief of the Ghana Armed Forces"

The New York police department were able to get rid of criminal elements among their ranks by infiltrating the department with FBI agents.

Can we give the IGP security of tenure just like CJ to insulate him? I cant see how IGP Kudalor could have worked with President Akufo Addo after the infamous brutalization of LMVC demonstrators under his watch. He was the first casualty of an Akufo Addo victory, the second is Atuguba who also missed being appointed CJ by the man the SC disappointed.

Emile Short if you are constitutionalist, then you will realise that the President has a perogative and authorization to nominate the IGP and AG for parliament to vet and approve or reject them. However, the constitution mandates the president to get advice from the unelected Concil of State before making those appointments. It has nothing to do with loyalty to the president. Ghana is not a federalist but a unitary state and if government is continium, which our's is, then there should be no fear of the president performing his lawful duty by appointing the IGP, and Atty General. Emile you can not dilute the powers of the president. The framers of the constitution had all this in mind. The president of the US nominates and Senate considers, vets and approve or reject the Joint Chiefs, the Atty General and the Ambassadors as well. In a Federalist system or states, the Mayors appoint the Police Commissioners because they work under them. Same as in UK. To stop the president from appointing the AG and IGP, then we will need a constitutional Amendment. But, remember even if the Sector Ministers appoints them, will the IGP and the AG not play loyalty to the Ministers instead of the citizens' chief Rep, the President? Emile, the President has business appointing the IGP for the purposes of National Security and Defence, period.
