You are wrong Justice Short. Even in the U. S. A. and everywhere in the world it is the head of state or president who appoints Chief Justice.

The FBI boss, appointed by the president supervises all the 50 states. The police commissioner (IGP)is appointed by the police council of each state in consultation with the Governor and mayor of the state I believe.
We need checks and balances to limit the power of the president but Emile Short's statement is strange given that in a number of the leading democracies, the president shares this power with the legislature.

In the U.S.A , the President ONLY appoints and the Senate go through a very stiff and tough debate process to approve by majority vote.
