  Why doesn't the Government give those towing vehicles to Insurance companies and So whenever those drivers insure their vehicles, those fees are already included in their annual insurance fees. So whenever a driver gets "break down" he or she just call the insurance company and their insurance company just send those towing cars to go and tow their vehicles, to their desired mechanic.
