They seem to have become the appendage of the NDC criminal organization. They have formed a carte and are ready to fend off the activity of every prospective intruder. This is in similitude of how the Mafia in New York held the construction industry hostage, and were defending their activities by every means possible, this resulted in numerous murder cases, gang violence, prostitution and all societal vices. But after many attempts and a lot of failed efforts to break through their ranks: one of their own. An American of the Italian descent, Rudi Giuliani, became a prosecutor and a state attorney. He succeeded in dismantling the cartel completely. This is a serious issue, that must be tackled head on before it gets out of hands.
