  Lend to the SMEs for industrialization of Ghana and Africa.
  
  The Chinese $19 Billion aid for Ghana should really be lent to SMEs in Ghana with government guarantee. That is the practice in the UK and many EU countries.

  The Chinese $19 Billion aid for Ghana should really be lent to SMEs in Ghana with government guarantee. That is the practice in the UK and many EU countries.
  
  Thus, government should not be involved directly in building factories for any district.
