  People are building structures in flood zones because they nor the city authorities have any clue of preventing them. There are no local master pans to develop the cities, no effort to rid the cities of standing water, hence, prevention if malaria, etc...
  
  Employ these unemployed university graduates to help develop master plans for our cities and the problem of building in flood zones will ceased.
