What exactly are the volunteers (or the organizers) doing wrong. This is just too vague.

SOME BONDING MUST BE ABOLISHED; THEY CREATE UNNECESSARY PROBLEMS FOR GOVERNMENTS. VOLUNTEERISM IS MORE POLITICALLY PALATABLE.
