  Students should be free to study in an environment that's free from violence, intimidation or any other negative aspects that could inhibit their ability to focus on their studies
  
  They have committed a crime, they are doing the time and that's just fine.

  Nobody supports stealing, but 10years is too harsh for this offence. Worse crimes have attracted lower sentences.

It leaves the victims traumatized, scarred, lifeless, vulnerable etc. Those who fleece the the state's coffers are worse offenders but carries no direct victims with them.
