  The petition against the EC boss is frivolous to say tge least. Imagine a police man sends you to court and ask the judge to jail you because some unknown persons have made lodged a complaint against you. And the police man has not named the complainants. Would you describe such a case as madness if it comes before you? And exactly, that is just what this petition is. At best we can say it has no identifiable plaintiff(s).
