  It beats all imagination that somone who is to be charged with the conduct of national elections is appointed by a single person whose position hinges on the mistakes and omissions of the person so appointed. The process of appointing the Chairperson to the EC is too flawed to start with. The least one would have expecte is that such an appointee should have been made to face the parliamentary appointments committee - even though, so far, the committee itself has been just a way of rubberstamping nominations but nothing more! In fact, the person to preside over elections should be made to face the polls him/herself as a means of educating such a person about the nuances of the job ahead. Until one faces the pitfalls of campaigning and being voted for/against, one cannot appreciate what the process entails.
  We hope this impasse at the EC is teaching us all a good lesson, and we will take steps to prevent a repeat of the mess in coming years.

  THE GOVERNMENT THREDOR APPOINTS A SPECIAL PROSECUTER IN ORDER TO AVOID CONFLICT OF INTEREST.
  
  THE SPECIAL PROSECUTER, THE IBDEPENDENT LAWYER DOES NOT PROSECUTE OR ECOMMEND ANYONE FR PROSECUTION AT THE LAW COURTS, WHAT HE DOES IS HE ONLY INVESTIGATES THE ACTIONS OF THE GOVERNMENT OFFICIALS AND SENDS HIS REPORT TO THE HOUSE JUDICIARY COMMITTEE FOR THEIR DELIBERATIONS ON HUS OR HER FINDINGS.
  
  IT IS THEN LEFT TO THE JUDICIARY COMMIITTE WHO HAVE TO DECIDE WHETHER IT WAS A CRIMINAL OFFENCE AND IF, SEND THEIR RECOMMENDATIONS TO THE MINISTRY OF JUSTICE AND THE ATTORNEY GENERAL'S DEPARTMENT FOR STUDY AND TO OPEN A CRIMINAL CASE AT THE COURT AGAINST THEM.
  
  THE OFFICE OF THE SPECIAL PROSECUTER, THE INDEPENDENT LAWYER, SEIZES TO FUNCTION ON THE VERY DAY HIS OR HER FINDS HAVE BEEN SENT TO THE JUDICIARY COMMITTEE.
  
  EXAMPLES CAN BE LEARNT FROM NIXON'S WATERGATE AFFAIR AND THAT OF EXTRA MARRIAGE AFFAIR OF BILL CLINTON.
  
  IS IT REALLY TRUE THIS FOLK LIVES IN THE USA AND TEACHES IN LAW.
