He wasnt facing a significant wind if it is a tail wind. Tail means behind. Who writes these articles?
I agree with you. Tailwind means the wind was behind him pushing him to clock a significant time. Allowable wind shouldn't exceed 2.0 for his time to be accepted. The athlete ran a wind aided time.
