On your second point I agree with you that he should have allowed played to continue after all there is a VAR to determine if indeed there was foul or not. On that score we can say he had bad intentions of cheating the Senegalese.
We should also know that base on the rules governing the game he was not wrong for awarding the foul, so CAF cannot found him culpable of wrong doing on that aspect.

Now to school you on this again, referees are trained, taught, and advised not whistle in such circumstances because VAR can review the play and either award the goal or disallow it for the perceived foul. He denied Senegal their due VAR review by whistling too early for what he considered a foul. He didn't only deny Senegal their opportunity, but all football fans around the world football justice.

Also, replays of the incident clearly show that the Senegalese player committed a foul by violently pushing the Moroccan player. Replays confirm that his penalty decision was also correct. The decision by CAF's technical committee is absolutely correct.

You are wrong. VAR can only intervene in situations of a red card or a goal. By whistling too early technically no goal was scored. That's why VAR didn't intervene.
