We have 54 countries in Africa and you want 28 to go for the tournament. Then stop playing the qualifiers so all the 54 will go for the competition.
28 teams in 7 groups to round of 16. 32 Teams will be too much.
My first impression was that the 28 teams will be too much and make the competition less attractive given the non competiveness of some of the countries.

How is he going to do it?We are not interested in your plans, come with explanations and results.
The expansion to at least 28 teams is long overdue.
CAF should expedite on that move of expansion.
