Government should control and audit the public money it provides, demand structural reforms through the GFA's constitutional process, and invite FIFA/CAF to verify that the reforms preserve football independence—rather than use government funding as a backdoor to control the GFA.

That approach would also make it harder for anyone to credibly characterize legitimate financial accountability as FIFA-prohibited interference, because the government would be able to point to a clear separation between protecting public funds and running football
