No, they are not scared. It is a very good decision. Black Stars need to camp near Sudan for two reason, to become acclimatized to the weather conditions in which they will be playing, and secondly to minimize travel fatigue from camp to Sudan. They can't possibly play in the USA on the 4th and return to Sudan to play on the 8th and expect them to perform well. It is up to Mexico and Japan to reschedule for a mutually convenient date.

If Mexico and Japan want to play us so bad, they should call back when there is time enough for us to play them. I even believe the GFA will take their offers with a two day between each match if both venues are appropriate and and will benefit the team.

The verb decline or refuse would be appropriate here since one cannot reject (an offer) while on the receiving end.

We have 2 matches within a matter of a week; these two matches are away matches; it will be a disaster to even play a draw in either of the two matches; and what that means is, we will be playing an attacking game in the people's country. Do you want us to go play Japan, Mexico, and come out with injuries?
