The estimate of $4.1 million is the money planned for the group stage matches and Afriyie Ankrah supposedly has spent, now he has to explain it to Taxpayers how their money was spent.

Illiterate fool, if somebody ask you to explain the meaning of a budget to him, will you just say a budget is a plan? Is that your understanding of a budget? A budget is an estimated expendicture on a particular project for a certain period. A budget is not just a plan but involves the spending of money, YOU DUMB ILLITERATE.

Your definition of a budget being a plan without estimated expenditure as I explained to you shows that you don't have a clue as what you are saying. Afriyie Ankrah has to account for more than $9.6 million is you add the 3 million collected by the so called Ambassadors and the airlifted 3 million money to Brazil, that is more than $10 million .

Ghana government has approved the budget for the Black Stars at the World Cup

Ghana’s government has approved Gh¢24,677,025 as the total budget for the Blacks Stars for their participation in the World Cup in Brazil in June.

A breakdown of the total amount indicates that for the first group stage of the competition, Cabinet approved GH¢10,500,000 to the Ministry of Youth and Sports to finance Ghana’s participation.

For subsequent stages of the competition, a further amount of GH¢14,177,025 has also been budgeted to cover the team’s expenses if they qualify.

This brings Government commitment to the Black Stars’ participation to a total of GH¢24,677,025.

“Cabinet has approved the release of GH¢10,500,000 to the Ghana Football Association (GFA) to finance Ghana’s participation in the first group stage of the 2014 FIFA World Cup in Brazil,” a press release signed by Minister for Information & Media Relations, Mahama Ayariga read.

If you want accountability, you've got to know what is to be accounted. When I talked about budget being a plan, it was coded definition thinking that anybody with little intelligence will see it as the practical meaning and not the theoretic. This is an open forum. One has to be lay as possible to communicate given the ignorance around. Everybody knows there are always variations between figures in budget and monies actually disbursed or spent. That is why it is illogical to call on the former minister to account for budget. Nobody accounts budget. Only expenditure is accounted for

The amsterdam trip and Miami trip is not over 1 month. Wonders will never end in Ghana. Hotels they booked does not cost that much. The hotel in Maceio, Raddisson cost $150/night during their stay. Pestana resort in Natal cost $250/night but they were only there overnight. Hotel Luzeiros in Fortaleza cost $370/night and they were there overnight. Brasilia Palace Hotel cost $350/night and they were there for only 2 nights. Most of their stay was in Maceio in Raddisson which is only$150 and its for a double room. Single person pay less. Do the math!!. I am wondering about the appearance fees for officials. Do they also play any of the soccer? What do they appear for? Are they part of the players who qualified to play in the WC? They dare took the same amount just like the players for doing what? No wonder they fight over the position and Nyantakyi has refused to resign. Your flight will be paid for, you get a feeding money and sleep in an expensive hotel and get paid for doing nothing in USD. Even the president of United States does not make that amount of money. So we have no basic essentials like good drinking water, electricity is not stable, our hospitals have no beds and our education system has collapsed. Lots of our youth are unemployed, our young girls are carrying foodstuffs in the market to earn a living and we are spending these amount of money on "officials"? Afriyie Ankrah, how can you live with yourself? Do you sleep at night? I believe you do not have any conscience, otherwise, you will not present such a budget. You people can prey on the powerless but God is watching and when his wrath strikes, your buttocks will be seen in public. Looks as if the time is very close.

Wow, this is amazing. I didn't know that we had 40 players at the world cup representing Ghana. The officials were also playing with a full squad and 4 reserves. That is awesome. FUCKING GHANA will never LEARN or CHANGE.

You see, these extra 15 officials incurred extra visa fees, air tickets hotels charges (15X(14+7+10+4+10+4+10+3+10)x$750) even if we had gone as far as the 3rd place stage and per diem. That would have been a whooping 68 days between 12th June and 13th July! But This was approved by our parliament, and we heard the majority side arguing in favour of the minister's diligence! We have a long way to go. God save us from these enemies!
(By the way, was the #750 per night accommodation what the supporters were complaining about as being inadequate? Brazil hotels must be quite expensive! Were they 7 star or 8?)
Little wonder our national budget always spills over. These are the figures that the finance minister uses to prepare his budget. How do our auditors earn their living? Shame unto our parliamentarians! Shame unto everybody who is contributing to our woes!

But believe me, this appearance fees here would have gone to or might already be in these officials pocket and that is why the Players and technical team were not paid.

Here is the trick

The Sports Ministry did not pay the Players and technical team from this budgeted money from the government because they know it is the FIFA's responsibility to pay the players from the $8 million that is coming from the world body.

That appearance money would have been stolen if not already by Sports Ministry officials and some GFA members.

Now, you ask yourself, what happened to the over $3 million raised by the Ambassadors.

Cabinet has expressed great confidence in the Ghana Black Stars and its technical team and is satisfied with the preparations made so far towards Ghana’s participation in the World Cup in Brazil.

Every budget for Ghana’s World Cup participation resurrects a ritual of debate over whether the amount is prudent for a one-month long competition or an overly wasteful outlay of scarce resources.

This year has not been an exception.

Circling media reports had claimed the Ghana Football Association submitted a budget of around US$ 20 million to the Ministry of Youth and Sports for approval.

News of it unleashed a familiar ‘Ghana is too poor’ chorus and a melody of an impending malfeasance at the World Cup.

The GFA and the Minister of Sports, Elvis Afriyie Ankrah had kept silent and only assured the amount would be made public soon.

Ghana had a budget of $19 million approved for the last edition of the World Cup in South Africa in 2010 and spent only $9m.

The Black Stars reached the quarter-final stage of the competition and brought back $11m which means the country made a profit of $2m for its participation in the competition.

Do you even understand the word accounting? Because if you do, you would not be talking about accounting budget contents? You only account for an event on the basis of cost, substance, materiality and the rest. You don't account for a plan on how to spend which is budget. IGNORANCE NO BE GOOD.

If Ghana had a plan of how to spend which amounted to the tune of $19million in 2012, that was an idea, put on paper and approved. But an idea is subjective and cannot go into the books of accounting so you cannot call for accountability relative to that amount. It is only on the $9m spent that accountability can be sought because that is cost and expenditure receipted. The 2m returns from the that 2010 investment is only a matter of INTEREST to the investor which was Government and the people of Ghana. It is a matter of purely interest because because investment is risky business. You only get compensated for the risk you take. Your last but two paragraphs even confirms the point I'm making

I travel in North America staying in posh hotels and paying around $250 - $350 per night so I am not sure which hotels are charging $750 per day. Initially I thought that included the meals until I saw the per diem, presumably for shopping. Ghana is a failed country with failed leadership.

Folks, this is how these non-functional literates create, loot and share our money. It is a very well devised Ponzi scheme used by these thieves to siphon off the country's scarce resources. When it is all said and done, the top brass from the GFA and Ministry of Sports would have walked away with a windfall profit.

Talk about corruption and day light white collar robbery. This is the modus operandi of our so called educated people who are supposed to set public policies and be the guardians of the social agenda for the country at large. Nope, not in Ghana; education trains and empowers you to rob the public resources.

Obviously, the plundering of the country's resources is done by the public officials in cahoots with the people at the top who have been entrusted to be guardians of the people's business. Corruption is very endemic, it is very entrenched, and it is a very pervasive practice in Ghana. It starts from the very top and percolates and meanders it's way to the very bottom. It has unfortunately become a way of life; you cannot get anything done without opening up your wallet. Even the bank teller expects a tip when you go to the bank to withdraw your own money.

Fifty years after attaining self-rule, what has the nation achieved?????? It is business as usual one party/government after another has plundered the nation. And it does not matter whether it is NDC or NPP or CPP or PPP or whatever name you want to call this party. The end result has always been the same. No coherent long term policy has ever been seen to fruition. We have been endowed with all the natural resources in this world. Folks, we have abundant human resources, abundant mineral resources, abundant fertile land, rain and sunshine and we are still starving as a nation!!!!! I bleed and cry for Ghana

In admin, the officials would justify every expenditure with receipts of hotels, whether the BS were knocked out at group stage or advanced to Qtr finals, etc. What I see wrong is 15 officials instead of the 70 officials they took to Brazil. Also, note that hotel prices could jack up because of demand in Brazil due to large number of football fans who traveled there.

And this happened from the first line to the last line. For example 10% of $26.3 came up as $2.63, and a further 10% of the total came up as $2.49. This could neither be 10% of (26.3 + 2.63) nor 10% of (26.3 - 2.63). And whoever did it came up with the magic figure of $14,000,000 which a whole parliament accepted and approved!
Surely the free SSH offer would do the country a lot of good. But if these are the people who are implementing the idea, then we are in trouble!
