  The main focus should be on universities. This is because under the current system SSS students may be too young to be fully developed. The challenge for the universities will be funding. In the US for example, sponsorships provide most if not all of the funding needed. If one goes to the university paying one's own fees, there is no incentive to devote one's time to non sylla.
