The Club World Cup is okay because no team from Guinea, Sierra Leone or Liberia will be there, drawing its supporters, but they will be there for Afcon because Guinea may qualify.

Next, let the group winners host their respective quarterfinal games. Wait until the final four to have one location. That sounds like a reasonable solution.
