People seem to forget how many people lost money because of the cancellation. There was a small vendor or entry level journalist who was going to have a chance to make a good living and take care of their family. When you cancel an event like this you hurt many people you do not think of.
The solution is to stick with small nations that will benefit from the tournament. It looks like Gabon will get to host 2017.

My third point is that most of the people who travel to watch AFCON are in higher income brakets relative to Africa. There is a correlation between income and exposure to Ebola. The chances of an incident were very slim. Nothing happened in Equatorial Guinea.
In the end, Morocco simply chose the European tourist dollars over AFCON.
The lesson here is that countries that already have a high tourist volume should not be considered because they will easily drop AFCON.
Smaller less visited nations should be picked and free tickets given to the locals to fill the stands.
In light of this recent development I think that Gabon should be granted the tournament.
There will always be problems in Africa. If every country is allowed to bail out at the last minute, contracts, jobs and advertising will be lost. This affects the small person as well as the big person.

Nothing against anyone but I can see North African teams engaging in last minute cancellations. Gabon needs the revenue. They should get it.
