  I don't doubt what this lady is telling us.
  This is the same strategy used politicians in both the Pol. party leadership elections and the DCE nomination. First one is told "the forms have not yet arrived" whilst favourite candidates have already filled in theirs and are nicodemously travelling round to endorse them. Secondly they release the forms a day or two to the closing date and ask you to travel through out the district or region to get your from endorsed. saboteurs!!!!!!!!!!!!!!
