IF IT COMES TO EDUCATING THE PUBLIC ABOUT THE ON FIELD PLAY RULES OF THE GAME IT IS THE DUTY OF THE REFREES ASSOCIATION TO DO THAT AS THEY ARE THE ONES WHO UNDERTAKE REFRESHER COURSES ANYTIME THE RULES ARE CHANGED. NO WASTE OF RESOURCES ON DUPLICATION OF DUTIES IF THOSE WHO ARE MEANT TO UNDERTAKE IT ARE BEING LAZY

  U have such persons who have hardly any formal education and as a result can't use their thinking in as much and as stretched as possible. What do u expect? How many of these guys can even use a damn computer?
