Herbert, was there any proper contract between you and the government which clearly spelt out government's commitment to reimburse you with the amount? If there wasn't (which I believe was the case) then I am afraid you will be fighting a losing battle. In your over zealous and enthusiastic mood to prosecute your own agenda I believe you might have overlooked this important aspect of getting a contract signed by government or its representative on the deal before embarking that dangerous enterprise. Who will even believe the amount you are quoting? You might be an astute businessman with a lot of wits but I think you got it wrong this time around.
