  If the story says they were sent a goodwill message why does the headline say they were sent a farewell message? Are they dead? No wonder the independence brochure was riddled with errors of stupidity.....yesu.....God help u ...

  "Farewell" is not appropriate only in death. It can be used as "Good Bye" to a living person too.
  
  Sometimes, Farewell = Goodwill = All the best.
