The point is it should not be individual officials to determine wether they should travel or not. That decision should be taken by the Ministry of finance. But quite often this is not done and officials go on expensive trips ...

The point is it should not be individual officials to determine wether they should travel or not. That decision should be taken by the Ministry of finance. But quite often this is not done and officials go on expensive trips at the expense of the tax payer, I will advocate for officials to have at least basic understanding of choice, scarcity, and opportunity cost. Covt officials must have the basic understanding of these economic primciples. How many of them do and apply these?
