  Every human being has the right to attend any game at any time anywhere, unless formally and justifiably sanctioned by an authentic, legal, recognised authority for some kind of infraction or for some kind of player or other-participant security at the game.
  
  These spies usually go incognito because they're trying to learn something surreptitiously, not because they're doing anything illegal.
