  There may be pressing issues but I believe we ought to pause and reflect on the self driving cars development. Most major car manufacturers are preparing to roll-out en mass from 2020 self driving cars. Ford starts in 2021. When they start Ghanaians will bring in used or second hand driverless cars? The right laws ought to be passed.

  Just pass a statute that says "It shall be against the law to, for the next 1,000 years, import self-driving cars into Ghana, and, in contravention, be subject to a jail term of not less than 10 years and seizure of such asset and all related costs therewith". Period.
  
  If nothing else, including JAIL TERM, deters Ghanaians, at least the prospect of SEIZURE does, because these are people to whom asset ownership (cars) is more important than their psychological well-being (jail).
