  Say black & white platers should boycott the instead of only blacks. That can also be measured as racial imbalance. I think white players must rather support that cause.

  The onus in now on the Italian to tell these refs that look. If black player comes to to complain of racist taunts. Don't give them a yellow card. Instead, pause the game and direct stadium security to escort those rowdy fans ...

If the fa don't do this then I suggest the players take further action like sitting out games or staging walkout during matches
