It is a small grammatical error, but must be corrected all the same. Two possible corrections: "surprised at," and "surprised by."
Surprised at: suggests something took place contrary his expectation; disappointment with their behaviour. Surprised by: suggests something was not expected at all of them. This is more likely what Stephen Appiah meant.
