  Abena, how can a high school owe ECG 45mm when all such expenditures are budgeted for through the Free SHS program. What am I missing?

It is not only shs only but some basic schools in Ahafo Ano in Atwima Mponua district of Ashanti region where a basic school owes over a thousand -three hundred gh cedis.
