  This is both true and insightful. The role of government in wealth creation is to provide an enabling environment that empowers individual citizens to create wealth. Indeed, there are positive signs already, but people must be encouraged to take advantage of this fertile business environment to start and grow their businesses. This will ultimately improve the balance of payments and deliver other significant benefits to the nation.
