Permanent solution. Construct bridges on the Volta to connect all these communities. Ferries must be eliminated as they are outmoded.
Do you know the areas in question? 20km long bridge you must be talking about and there's only one of such bridge in China and the world. You know how much it cost?
With the new ferry, business will boom in Kpando. The dying market will be revived.
