I was in Gh in February this year when the Akuffo-Addo government read their first budget. In fact, I was not very much satisfied with the budget of the new government cos, much as I strained my ears to listen, & except for the mistake of inattention, I didn’t hear mention made of the mass transportation systems in our cities.
Actually I believe strongly that, just as the human body cannot function properly if the heart’s sick & cannot pump blood regularly to every part of it through the veins, gh’s economy cannot operate at its optimum if our urban economies stagnate. To render our urban economies more dynamic however, we need to rethink & plan the transportation systems in our cities, & in this connection, in Kumasi, Accra & Takoradi,10, 20, 30, 50, & 100 years ahead of time.
I have once raised this topic during John Kufuor's presidency.but the only reaction from the government was to buy a couple of omnibuses to ply the streets of Accra & Kumasi the proceeds & the proceeds of the scrapes of which, ended in the pockets of government ministers.
To solve the transportation problems in our cities however we needs a more determined & far reached solutions than this. What we need to do is to establish by Act of parliament a powerful public corporate body, which will be responsible for planning the transportation systems, negotiating for finances, awarding contracts for the construction of underground subways & tramways as well as bicycle lanes in our cities. If we leave these tasks in the hands of the ministry of transportation, then we will have to wait for centuries. In many developed countries these type contracts are awarded to companies who finance these projects & are given lease to manage the infrastructures for 50 to 80 years, so that they can retrieve the capital, interests & their share of profits before handing over to corrupt local & indigenous managers.
