How do we explain to the a layman or a student that their safety is guarantee as enshrined in the constitution. Did the judge bother to find out why the case was withdrawn and how the so called superior intends to address the case since there are a lot of public interests especially since it involves a minor(vulnerable) whose protection is the responsibility of the state??

That is the job of the police, to investigate a complaint or matter, and if there is enough evidence, charge a person or persons with a crime, or a complainant can take a person to court in a civil suit. Then the court can try the case. If nobody has filed a charges against a suspect, then the court has nothing to do with him.
In this case, the police haven't charged him with a crime, so they are saying they have no evidence of a crime committed by the teacher and no complaint has been filed by the student, her family or the school.

They were both adults and no one was seriously injured. Neither of them has made a complaint to the police, and we are not told who started it, but the student has admitted she was at fault. Unless someone had been seriously injured or property destroyed or taken, without a complaint from either of them, there is nothing the police can do. Only the school may sanction the teacher if they find him at fault, but that's not a criminal case.

Then there is nothing the police can do.
Then the teacher can only be sanctioned in-house, by the educational authority he is under, but it will not be a criminal case.
