  Water from the distribution systems end at the domestic meter, the builder or homeowner taps from that meter to a house meter then it's distributed in the various parts of the home. If the test at the domestic meter indicates acceptable levels of chlorine and fluoride, the the homeowner is responsible.

  Did the tadpole enter thru the mouth of the tap or thru a damaged side of the pipeline ?
  Don,t ou pay supervisors. When was the last time you observe the bad nature of that area ? sack your supervisors.

  Water meters have filters so tapods can not pass through the meter into the consumer's tap.

  The only logical explanation for the tadpole issue was that the amphibian was perching round the end of the tap so jupmed into the flowing water.
  
  It may also have entered through the open end of the water tap.
