NPPs 160 Factories under 1D1F built by the private sector all have Raw material base developed even before the factory was commissioned. Ekumfi Fruit Juice Factory is a classical example. Large tracts of pineapple and Citrus plantations keep feeding the factory. This was not the case with NDCs Komenda Sugar Factory. Putting the Cart before the horse smack of bad implementation. There is no land for large scale plantation and no water for irrigation in that part of the location.

Which rational person will buy cocoa seedlings without first securing and preparing a land for the planting.
